Salaries released, contractors paid
ITANAGAR, June 22: The Finance department, GoAP, has released salaries, wages, pension, GPF withdrawals, stipends and also salaries of SSA teachers and DRDA employees.
The Finance department has also released Rs.108 crore of PMGSY works payment on June 18 last. The Finance department has been releasing Civil Deposits and LOC based on the physical progress of the works and it has released Rs. 145.27 crores from Civil Deposit and LoC to twenty one departments during the first quarter of financial year till date, according to an official release. AAPCA complains against violating traders
ITANAGAR, Jun 22: The All Arunachal Pradesh Consumers Association (AAPCA) has sought legal action against the traders of Capital Complex who have been ignoring the prices of commodities fixed by the DC. It wrote to the DC in this regard.
It requested the DC to inspect shops located in main market as well as sectors and colonies saying that they do not comply with the prices fixed by the DC and sell commodities at exorbitant rates.
Licenses of those shops should be seized and legal action should be initiated according to the consumers law act against them, it said.
Awareness cum Interaction prog for SHG, JLG

Rotte GB dies
ITANAGAR, Jun 22: Tado Chisi, Gaon Burah (GB) of Rotte village under Koyu circle in East Siang district died yesterday after a prolonged illness. Tado, 83, left behind his wife, two sons, five daughters and many grand children. He was appointed as GB in 1988.
He was born in 1932 at Sichi village and later migrated to Rotte village after the 1950 great earthquake.

While drawing attention of the state government and their local MLA (Doimukh) towards the deplorable condition of the road, APPSU and TCYA in a joint press release stated that the road is totally damaged by rains causing total disruption in road communication.
Stagnant and over flowing rain water not only covered the road at many locations but also stripped the surface of the road off causing extensive damage to it which need immediate repair, the release said. Many culverts along the road have either developed cracks or already got damaged, they claimed, and blamed the executing RWD department and the contractors concerned for it.
The road is considered as lifeline for the people of Taraso area as food and all essential commodities are transported through this road. Disruption in road communication has caused great hardship to people as supply of food and other essential items have stopped due to road blockage, the release added.
Block level meet on health dept
ITANAGAR, Jun 22: The 3rd block level meeting of Health & Family Welfare Department with line departments was held at Dirang Community Health Centre Saturday.
The meeting presided over by West Kameng Deputy Commissioner AK Singh was convened to ensure proper and successful implementation of various health schemes and programmes like, RBSK, WIFS, JSY, JSSK etc at village level. All doubts with regards to these schemes/programmes were clarified to the field functionaries by various HoDs during the interaction session.
Deputy Commissioner Singh appealed to all stake holders to help the Health Department in implementing those schemes for the benefit of public. Rubber saplings distributed to local youths
NAHARLAGUN, Jun 22: Indo Global Social Service Society (IGSSS), a local NGO distributed hundred rubber saplings each to two local youths namely, Tana Tado and Taw Peter in Borum village here today. The NGO, under its programme ‘Entrepreneurship model for demonstration and replication of livelihood of youth as advocacy tool’, has been encouraging the local youths to take up rubber cultivation to improve their livelihood.

Awareness camp on labour benefit held
LIKABALI, Jun 22: An awareness camp on various welfare schemes under the Arunachal Pradesh Building and Other Constructions Workers Welfare Board (APB&OCWWB) and kits distribution programme was organised at Likabali today.
Inaugurating the camp, MLA cum Parliamentary Secretary, Transport, Jomde Kena appreciated the Board’s activities saying that the Board under the chairmanship of Nyamar Karbak would will deliver justice to the construction workers of the state.
Stressing on the need for registration of names by the workers to the Board to avail the benefit of welfare schemes, he suggested for more such awareness camps in remote places of the state.
Speaking on the occasion, APB&OCWWB chairman cum MLA Nyamar Karbak said that the Board has been doing its best since its inception to provide maximum benefits to its registered workers. PRI members rubbishes press report
ITANAGAR, Jun 22: Some Panchayati Raj Institutions (PRI) members of Diyun circle termed the press statement of another group of Panchayat and public leaders of Diyun, which was published in this daily under heading” 'Leaders, public demand immediate….” on June 17 edition, as baseless and misleading.
With regards to demand for removal of alleged illegal construction by an individual from Mizoram at Diyun Forest Range, they clarified that the matter was under the authority of the Forest Department. Further there was no question of involving the local administration (Diyun) for the removal of any illegal construction, they claimed.
Reacting to another allegation, the PRI members claimed that no work order had been allotted to an individual from Mizoram and two other government employees. Hence, the demand for enquiry into the matter does not arise, they said. With regard to shutting down of all markets during the inaugural function of a programme of Govt. Higher Secondary School, Diyun on June 9, the PRI members said that the matter was decided unanimously to observe an ‘off day’ at a meeting held on June three under the chairmanship of the EAC and attended by local public and Panchayat leaders of Diyun in order to ensure mass participation and avoid any kind of untoward incidents on that day.
Committee seeks enquiry into road projects
ITANAGAR, Jun 22: Expressing dissatisfaction over the two road projects under Payum circle and alleging that the roads in the circle is still in a deplorable condition, the Road Development Monitoring Committee of Payum Circle has demanded inquiry to check the anomalies. BJYM and Congress Seva Dal engage in war of words over loss of two young lives
ITANAGAR, Jun 22: While two families lost their young children on June 19, the day a bandh was enforced in the state, the youth wings of BJP and Congress are engaged in dirty war of words, unmindful of the suffering of the families and their need for privacy as they mourn the deaths.
The Bharatiya Janata Yuva Morcha, Arunachal Pradesh, while reacting to the Arunachal Pradesh Young Congress statement charging the Jan Andolan Committee (JAC) of being responsible for the deaths of two people BJP has termed it “uncalled for and unethical”.
Instead of expressing shock and mourning at the tragic deaths of two young brethrens, APYC is playing immoral politics which needs condemnation from all liked minded people across the State, said a BJYM statement.

DC LDV suggests shifting of flood affected people
ROING, Jun 22:In an emergency meeting of District Disaster Committee held in DC’s office chamber at Roing today to discuss flood situation at Paglam, Deputy Commissioner Lower Dibang Valley District, Shiv Kumar directed Paglam CO to prepare a detailed proposal for shifting of the flood affected villages to a safer place at the earliest.
He further asked him to verify the availability of land and to see that it does not fall under reserved forest area. The DC also asked District Food & Civil Supply Officer to stock 200 quintals of PDS Rice each at Paglam & Dambuk Circles as soon as possible. He further said Helicopter services could be sought from the govt, if situation demands. DC reiterated that the respective administrative officers has to take responsibility of availability of PDS Rice in their jurisdiction as it was already directed to them to lodge FIR against the defaulter if no PDS Rice are arriving in their administrative circle. He further reminded that it was already directed to all the outpost administrative officers to report to the District Headquarter every month regarding stock position of PDS Rice so that the PDS Rice quota of following month are not allotted to the defaulting carriage contractor/FPS.
While directing the CO Paglam to make immediate assessment of the losses/damages due to flood at Paglam for onward submission to the govt, the DC further said that affected families, whose house have been inundated/damaged in the flood, shall be given an immediate relief of Rs 1400 as per the govt norms. He further asked the CO Paglam to immediately submit the requirement which can be provided from the district administration.
DC also asked the DDMO Roing to immediately prepare District Disaster Management Plan for the district and for every administrative circle and to circulate the copies to all the administrative officers in the outpost.
Earlier, Tatling Pertin, CO Paglam informed that unlike the previous years, the river water is not receding this time in Paglam even after the improvement of weather condition. He said that the Dotung River is diverting its course towards inhabited areas of Paglam. He cited shifting of the entire villagers as the only solution to deal with the situation. He further informed that out of 30 quintals of monsoon stock of PDS Rice, 23 quintals were already distributed to the flood affected villagers. He requested for 100 quintals additional stock of PDS Rice and 50 tarpaulins for tents. Besides inundation of dwelling houses, agricultural crops, cattle and roads were badly affected in the flood. Meanwhile, the Joint Action Committee (JAC), a conglomeration of various organisations, today decided to suspend its agitation for a period of three months. The JAC has been fighting against alleged financial misappropriation of public fund by the state government.
Addressing the mediapersons at APC here, JAC member secretary Patey Tayum said, “Since the state government during our recent meeting had assured us to bring back financial normalcy in the state and present the budget allocation during next assembly session to be started from July 7th next, we will wait for three months and observe the financial condition of the state,” adding that they will take its own course of action further if their demands are not met within given time.
Citing an example where a political party had lodged complaint with the Centre against the state government for allegedly not submitting UCs under various projects, he appealed the organisations and political parties not to raise any issue which may hamper in getting fund from Centre.
JAC chairman Takam Padu, who is also president of All Arunachal Contractor Welfare Association said that the state government has almost solved their earlier demands by relaxing 1 per cent EMD for tribal contractors, lowering down of enlistment fees in APPWD, releasing pending bill at the tune of Rs 108 crore for PMGSY contractor, maintaining single bid system in any category of tender besides abolition of 2 percent income tax deduction from tribal contractors.

International Day of Yoga observed with enthusiasm
ITANAGAR, Jun 22: International Day of Yoga has been observed in different parts of the state with people of all walks of life taking part in yoga practice organised to mark the day with great enthusiasm and spirit.

Water purifier distributed to 88 farmers
ITANAGAR, Jun 22: Anjaw Deputy Commissioner Nyabin Ete has distributed water purifiers to 88 farmers of Hawai area under Community Horticulture Farming for Livelihood Generation project in a simple function at Hawai today. The project is being implemented by the National Youth Project (NYP) with support of NABARD under Tribal Development Fund (TDF).
Speaking on the occasion the DC appreciated the initiative taken by the NYP and NABARD to ensure safe drinking water for more than thousand families of the remote district. While encouraging the farmers to take up horticulture in large scale, the DC also highlighted the role of NABARD for the development of the state. He further called upon the beneficiaries to cooperate with the NYP in their development activities.
Project Coordinator Chanda Arya, NYP Cluster Coordinators and committee members of village, cluster level and district level committees were present on the occasion.
Altogether 1016 water purifiers are being distributed in two phases in 125 villages under eight circles of Anjaw district. In the coming days, another 928 purifiers will be distributed in the villages of Kibitoo, Walong, Hawai, Manchal, Goiliang, Chaglagam, Metengliang and Hayuliang circle.
Army launches plantation drive in Bomdila
ITANAGAR, Jun 22: The ‘Ball of Fire’ division of Indian Army led by Major General G Jaishankar, General Officer Commanding, organised a mass plantation drive at Bomdila today.
A large number of saplings were planted by the jawans and local public and students in and around Bomdial town.

Kolkata, Jun 22: Invoking the teachings of Lord Buddha, Union Minister Kiren Rijiju today said the influence of religion is more powerful on humans than the use of armed forces.
"Dharm Shastra is more powerful than our police force, security and army. The teachings of religion, the knowledge, is the most powerful. If it reaches everywhere then we won't have to use power to stop violence," Rijiju said at 150th birth anniversary celebrations of Buddhist leader Kripasaran Mahasthavir at Bengal Buddhist Association here.
The Union Minister of State for Home Affairs said if everybody understood the teachings of Lord Buddha there will be peace on this planet.
"Why we need weapons, why we need forces," Rijiju said adding that in this world of conflicts we have to understand the teachings of Buddhism very closely.
In the Home ministry, Rijiju said, he gets reports from various intelligence agencies about conflicts and violence.
He further reminded that the Dalai Lama has asked people to look at religion not only from a religious point of view but also from a scientific perspective.

A road which was renovated only 8 months ago that too after 55 days of remaining closed caves in due to few days of heavy rainfall. Who is to be blamed for such mess? No doubt site engineers along with the contractors will have to take majority of blame. Every year crores of money is spent to renovate the Karsingsa sinking zone. But situation does not improve. It is time government find an alternative way to solve this problem. As local engineers have totally failed, the state government should use service of experts from outside state. They can also avail service of research institutes like NERIST, NIT, etc in this regard.

We are not cattle to be fenced
Dear Editor,
This is in continuation to the Reader’s Forum published on June 13 under the heading “When shall the work be completed” by one of the affected citizens.
We would like to ask the reason for the impassive response by the concern authority and the district administration from redressing the problems of the public arising from the delayed CC pavement construction at Pasighat town and Mirmir Tiniali.
Why are the authorities devaluing our request? What deters the authorities from taking positive action to safeguard the public? We are petty businessmen and we dont have the clout to flex our muscles but we also want to cherish the freedom of democracy like everybody else does. We also want secured economic freedom. If this situation continues for months together we would be engulfed and devoured by the financial liabilities. Everybody welcomes development barring holding off the work under the whimsical pace of the firm or the contractors. We are not cattle to be fenced with the barbed wire and not suppose to bear the brunt of the contractors’ berating and eyeballing. Even it has been heard of lodging FIR against the compulsive commuter. This is completely disgusting in the civilized society.
We are law abiding citizens and we don’t want any mess or enmity from any person. But this soft pedalling attitude of the authorities is completely undermining the pains of the common public like us. So we highly beseech the authority to come out with a time bound completion date so that sufferers like us can assuage ourselves. The relevance of bandh calls, political parties and Unions
Dear Editor,
Perhaps this is the first time that any political party has given bandh call in our state on certain issue. I am strongly against bandh call, but if I have to make choice between bandh call by a political party or by union/association, I would definitely go for bandh call by the political party. Because ultimately, political party is accountable to people and they depend on the people’s support for their existence. If people feels the bandh call of any political party has given suffering to public, people will not vote for them whereas unions/associations are not responsible to citizen. In selection or election of their office bearer, common public has no hand. That’s why they are not sensible to public’s pain during bandh call. Unions especially community based call for bandh on the issue which pertains to the welfare of their own community. But other community also have to suffer!
It has been often seen that these unions are more active against the minister or government officer who do not belong to their community. Consequently, there may be serious communal clash in near future.
When any officer is transferred or demoted, that officer’s community jump in and put pressure on the government. Even in minor road accident case, community based organizations are very active if either victim or accused is from their community.
Not only this, in quarrels between two neighbours, these community based unions interfere to support their own community.

I am also happy that finally opposition party in our state is taking up their responsibility. Often union leaders say that in the absence of opposition party in the state, they are doing the job of opposition. So if opposition party become active, the menace of bandh call of various union/association will be reduced and they will be pushed to their area of activity.
Many unions opposed the band call of BJP, which is very strange as they are pioneer of band call. It seems that these unions think that only they have the copy right at giving bandh call in the state. Only their band call is legal and rest are not.
Last I appeal to BJP/opposition party to keep taking up public issue and keep performing well, but please try to avoid band call. Because of bandh calls unions/associations have lost people’s respect.

The Right of Children to Free and Compulsory Education (RTE) Act, 2009, popularly known as RTE Act came into effect on 1 April 2010 and some important features of RTE Act are:
Right of children to free and compulsory education till completion of elementary education in a neighbourhood school.
It clarifies that ‘compulsory education’ means obligation of the appropriate government to provide free elementary education and ensure compulsory admission, attendance and completion of elementary education to every child in the six to fourteen age group. ‘Free’ means that no child shall be liable to pay any kind of fee or charges or expenses which may prevent him or her from pursuing and completing elementary education.
